BOCA Group has created an easy-to-follow outline of the new DOB process regarding acceptance tests. This new program allows licensed third-party companies (BOCA Group) to witness and sign off on elevator acceptance tests.

Other points of clarification:
The original notice stated that third-party agencies that are affiliated with the elevator work cannot witness and sign off on the test. The DOB has now clarified this as personnel who physically worked on the device.
Licensed third-party agencies (BOCA Group) can witness and sign off on acceptance tests on all devices except personnel hoists and amusement rides.
Licensed third-party agencies (BOCA Group) can witness and sign off on acceptance tests for construction-use elevators. It was also clarified that if the DOB conducted the construction-use inspection, then a third party can witness the final acceptance test.
Elevator contractors are not required to have a licensed inspector on-site to perform the acceptance test; a licensed mechanic is also acceptable. The DOB has confirmed that the contractor’s Agency Director’s signature on the ELV-44 form is sufficient, and a second signature from the contractor is not needed.
Any acceptance test requests made before the expiration of the pilot program on 12/31/25 will be honored
